Summary This position is located in the U.S. Department of Agriculture (USDA), Foreign Agricultural Service (FAS), Office of the Administrator (OA), Office of Civil Rights (OCR) in Washington, DC. Responsibilities The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Use experience, training, certifications and mastery knowledge of EEO complaints processing and special emphasis program (SEP) initiatives to effectively develop, monitor, direct and evaluate civil rights programs for compliance. Provide input and support for the maintenance of a model civil rights program which meets USDA and FAS regulatory requirements while contributing to a team building environment. Manage the FAS conflict resolution program. Maintain and evaluate statistical data and information pertaining to federal employment by occupational series and grades, race, sex, performance awards and quality step increases. Conduct studies and surveys to identify problems or barriers to EEO. Manage one or more equal employment opportunity (EEO) special emphasis programs for the Office of Civil Rights (OCR). Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: For the GS-13 Level: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates experience: Monitoring equal employment opportunity (EEO) special emphasis programs; Developing and managing a conflict resolution program; Monitoring and evaluating workforce demographics; and Conducting studies and surveys to identify problems or barriers to EEO. For the GS-14 Level: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates experience: Managing equal employment opportunity (EEO) special emphasis programs; Developing and managing a conflict resolution program; Monitoring and evaluating workforce demographics; Initiating and leading studies and surveys to identify problems or barriers to EEO; and Developing special emphasis program policies, guidelines; and procedures. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
